Social Tenant Access to Information Requirements (STAIRs)
What is STAIRs?
The Social Tenant Access to Information Requirements (STAIRs) are a new statutory requirement introduced by the government. It gives people living in social housing the right to access information about how their homes and services are managed, with the aim of creating better understanding and more transparency across the sector.

STAIRs will be introduced in 2-phases
• From 1 October 2026 – housing providers must proactively publish certain information through a publication scheme.
• From 1 April 2027 – tenants will have a legal right to request relevant information, and providers must respond within statutory timescales.

Missing Information?
If you think Saffron Housing Trust holds information that should be included in this publication scheme but is not listed above, you can request that this is reviewed. We will then carry out a review in line with the STAIRs requirements. If you are unhappy with the outcome, you may escalate your complaint to the Housing Ombudsman, which has a formal role under STAIRs. -
Information Requests (from April 2027)
From 1st April 2027, tenants (or their authorised representatives), will have the right to request information relating to the management of their social housing provider.
Saffron Housing Trust will publish further detail before the requirements come into force that will cover the following:
- How to submit a STAIRs request
- How requests will be handled and reviewed
- How to escalate concerns.
